AMERICA TO BE INVITED. RUSSIA ON THE DOOR MAT. London, May 14. The Australian Press Association’s Genoa correspondent states that the convening Powors have decided to ask America if she desires to be represented on the Hague Panel. It is clear that Russia will bo asked to appoint representatives to meet the panel, not as a constituent thereof. This is undoubtedly a compromise to meet the French attitude. The determination to keep Russia on the door mat is regarded as not likely to be accepted by Russia. ACCEPTED. POWERS AND BRITISH FRO- ’ POSALS. NO SEPARATE AGREEMENTS AVITH RUSSIA. Tho convening Powers nave accepted Mr Lloyd George’s proposals, including the truce, all agreeing not to make separate agreements with Russia.
