LABOUR TROUBLES.

Tho Engineers’ Employers’ Federation to-day-announced that owing to tho failure to reach a satisfactory settlement with the workers’ representatives, they had decided to open the shops on May 3rd and give the workers the opportunity to return on conditions which have been proved to bo reasonable.
