T ADIES and GENTLEMEN,— In view of the approaching poll to be taken on Wednesday, June IG, for tho purpose of raising a loan to purchase road-making machinery, I desire to point out to you some of the advantages to be gained by carrying die loan. It is recognised by local 'lodies throughout the Dominion that :u order- to make and maintain the /•oads to carry the traffic under the altered conditions brought about by tjio advent,of the motor car, it .is-ab-solutely necessary to employ modern md 'up-;to-date machinery if the cost is to be.kept anywhere within reasonable limits.. high cost of labour, horse feed, and materials of all kinds, •'coupled with the need for better road surfaces, "is compelling the use of such labour-saving appliances as are obtainable, many of which are in uso in the more progressive counties, and have proved of very great benefit to the ratepayers and the travelling public generally. The Kiwitea County Council haying realised these facts, decided .to obtain the-"plant jiecessary to demonstrate its advantages, and have purchased a stone crusher and screening,plant, two engines, dump truclc* and road roller and scarifier (on order before the war), costing in all approximately £5500. As showing ; the -wisdom" of securing the plant ..without delay, „fc.he present day cost 'would be £500 more. The decision to borrow on the terms indicated in the pioposal is ah easy'method for the ratepayers, as it becomes a charge upon the land for the next ten years, and the improvement to the main avenues of traffic within a very short time after the plant is in full working will more than compensate every car user for the outlay, besides giving pleasure to all who use the roads. The ratepayers are urged to give this matte their careful consideration, as the machinery is already purchased, and unless the loan is carried the Council .will have no option but to make it a charge upon the rates. OROUA COUNTY COUNCIL. PROPOSAL TO RAISE A SPECIAL LOAN OF £5000. "VTOTICE is hereby given that it is the intention of the Oroua County Council to raise a Special Loan of £5000 for the purposo of purchasing Road Making Machinery. Such sum to be borrowed under the provisions and authorities conferred by and under the Local Bodies Loans Act, 1913, and the amendments thereof, and to be repayable in ten debentures of '£500 each, one debenture redeemable annually. That for the purpose of providing interest at 5J per cent.' and other charges on the said loan of £5000, it is the intention of the said Council to make and levy a Special Rate of l-30th of a penny in the £ upon the rateable value (on the basis of capital value) of all rateable properties within the Oroua County. That such Special Rate be an annual recurring rate payable during the currency of such loan. That it is the intention of the Oroua County Council to pay out of the said loan the cost of raising same and the first years' interest thereon. ROY L. HARDING, County Clerk.
