T ADIES and GENTLEMEN,— In view of the approaching poll to be taken on Wednesday, June 16, for the purpose of raising a loan to purchase road-making machinery, I desire to point out to you some of the advantages to be gained by carrying the loan. It is recognised by local bodies throughout the Dominion that in order to make and maintain the roads to carry the traffic under the altered conditions brought about by the advent of the motor car, it is absolutely necessary to employ modern and up-to-date machinery if the cost is to be kept anywhere within,reasonaole limits. The high cost of labour, horse feed, and materials of all kinds, coupled with the need for better road surfaces, is compelling the use of such labour-saving appliances as are obtainable, many of which are in use in the more progressive counties, and have proved of very great benefit to the ratepayers and the travelling public generally. Tho Kiwitea County Council having realised these facts, decided to obtain the plant necessary to demonstrate its advantages, and have purchased a stone crusher and screening plant, two traction engines, dump truck, and road roller and scarifier (on order before the war), costing in all approximately £5500. As showing the wisdoui of securing the plant without delay, the present day cost would bo £500 more. The decision to borrow on the terms indicated in the pioposal is an eaay method for the ' ratepayers, as it becomes a charge | upon the land for the next ten years, and the improvement to the main aven*es of traffic within a very short time after the plant is in full working will more than compensate every car user for the outlay, besides giving pleasure to all who use the roads. The ratepayers are urged to give this mattor their careful consideration, as the machinery is already purchased, and unless tho loan is carried the Council will have no option but to make it a charge upon the rates.
