President Wilson recommended the Budget systems of naLioiwl finance much on tho lines of tho British system and M'.o readjustment of tariffs to make thorn coid'orm with the foe. that tho United States is now the greatest capitalist in tho world.
The President denounced tho profiteers and Radical agitators, who wero keeping tho country unsettled. Tbe only way to cure real grievances was to remove them.
The Messagii recommended legislation to combat the cost of living, deal with labour unrest, suppress tho Radicalism and facilitate the readjustment of tho nation on a. peace basis.
