The Empress Eugenic, who celebrated her 93rd birthday recently, strikes all who hoc her as the picture of good but not robust health. Prince and Princess Napoleon are still residing with " Her Imperial Majesty," as JM. Pic-hon, French Minister of Foreign Affairs, styled her last autumn when telling a great gathering of Alsations anil Lorra'iners in Paris that she had presented to the French archives the original letter written to her in October, ,1870, by the King of Prussia (then at Versailles), declining her appeal to him not to insist upon the annexation of Alsnco and Lorraine. Never before had a member of the Government of the French Republic thus spoken of her. in public-
