CRUELTY TO PRISONERS

(Received September 4, 1.30 p.m.) Zurich, September 3. The number of political prisoners released by Austria under Emperor Karl's imperial decree is estimated at between 60,000 and 200,000. It was revealed that a large number of Slavs had been incarcerated without a trial and imprisoned in gaols where tliey suffered from lack of food. They underwent terrible privations and thousands have emerged as mere skeletons. Many had to bo carried from prison to hospital, one having both legs amputated, owing to frozen feet, neglected by prison doctors.
