THE AMERICANS.

INSIDE INFORMATION ABOUT GERMANY. (Received Jujic i>6, 9.10 a.m.) Washington, June 2u. Ino Committee of Public Information has issued a. pamphlet explaining President Wilson's Note of last December asking the belligerent nations to state their war aims, and the si-nultaneous statement by Mr. Lansing, Secretary of State, that the country was on the verge of war. The pamphlet says the Government was informed that Germany did not intend to keep her pledge given. during the controversy over the sinking of the Sussex that she would not sink merchantmen unwarned. The German Peace Note plainly indicated that Germany would insist on. such terms as would leave Central Europe under German dominion, thus building up an empire menacing he world and enabling Germany to crush her adversaries.

Hie United States learned that Germany intended a more intense and ruthless submarine campaign and would not respect the rights of neutrals unless neutrals were influenced for Peace favourable to Germany. The refusal of Germany to state'her terms was an evasion of President Wilson's request to .state her war aims, while the Entente answered frankly. The Washington correspondent of the New York Times states that President Wilson lias ordered.the Secretary of Slate to create an Exports Control Boards including representatives of tlie Departments of State, War, the Navy and Food Administrator, for the purpose of regulating the export of certain commodities necessary to the welfare of the (Tutted Stales and the Allies. Grain, coal, and steel are probably the most important, and all shipments will he licensed.

It is stated .thai: tliis action docs not "loan the complete onttiiifi off of any kind of ox])oris to neutrals, hut empowers the (Jovorimiont to diminish the exports to any conn fry obtaining "lore than they require lor their own consumption.
