London, August o*. The Sunday Observer, in a leading article, states: "The Free-Traders have challenged the Paris Conference's programme but the contest is not between tariffs and free imports. It is between Imperial organisation and laissez faire. We are obliged to face a state which organises every department *>f life in order to serve its own ambitions.
