Lord Sydenham, one of tho highest military authorities in tho world, in a review of the two years' operations of tho war, says the Allies can faco the third year with new hopes in their unshaken resolve to win tho Avar, having tlio highest moral incentive and with their resources untouched. Austria, twice defeated, is faced with a despetato .military and economic position. Turkey has lost Armenia, is faced with an Arab revolt, aud is now hardly a valid ally for Germany. Bulgaria is between, the upper and nether millstones if Roumania moves against her. In Germany tho feelingJs deepening that hardship and political rifts are nioro frequent. The war tends to become for Germany a fight for oxist- ' enco between tho dynasty and ruling classes and a cruelly-deceived people Only victory in the field will bring a decision, but tho armies of tho Allies havo already learned that they are able to beat tho Germans on equal terms, aud have a superiority over Germany in material destroyed. Every month sees an increase in tho equipment of tho Allies. AVhile more efforts and sacrifices aro demanded, pationco and fortitude must, be tho national watchwords. But,tho end should not be far distant.
