Dr. yon Meth-mann-llollwcg replied that tho time had not arrived for such a policy, though the Government reserved liberty of action.

Pan-Germans advocate that Prince Mulow should replace Chancellor Ilollweg, believing that the Prince favours submarine ruililessness. Pan-Germans previously lavoiired Admiral yon Tirpitz, but the Kaiser is still hostile to- yon Tirpitz, mainly due to jealousy of Yon Tirpitz's claim as creator of the German Navy.
