The new Russian blow in Volhynia opens up tbe possibility of action in the Vladimir-Volynski and Lemberg regions. The enemy is no longer able to counter either north or south. Nearly all the Austrian armies are now broken up and the Germans are unable to send assistance. Pflanzer's forces > are retiring beyond the Carpathians into Transylvania. Meanwhile the Austrian population is panicstricken and is hurriedly removiug valuables from Lemberg." STILL AT IT. RUSSIAN SUCCESS CONTINUES. [Router's Telegram.] Petrograd July 21. A communique says: Thero are violent artillery duels on the Dvina and Volhynia fronts. Correspondents at the front pay a tribute to the desperate bravery- of some Germans, who voluntarily fettered themselves to machine funs, three to each gun, including an officor. The Russians found some still working th c guns standing in pools of their own blood. ENEMY REPORTS. HOLDING THEIREND UP. Amsterdam, July 21. ' A German communique states: — The Russians made unsuccessful attacks on the Ickan-Keyu road southeast of Riga. The Austrians north of Solum drove the Russians out of front positions and then retired to their positions. The Germans advanced their positions south and west of Lutsk. An Austrian communique states: The Germans in the Volhynia forced back the enemy coming from the westward of Ziviniaczo iv a northerly direction. ON THE KOVEL FRONT. THE RUSSIANS' DIFFICULTIES. GERMANS NOT ON THE VERGE OF COLLAPSE. [Published in the London Times.] London, July 20. M.r Stanley Washburn, writing from the Kovel front, describes the Russians' difficulties. The Austrians and Germans have scientifically .strengthened their natural defensive lines on the Stokhod. intending either to _ive time for the completion of the Kovel fortifications or to check the Russians' advance while Kovel is smoothly evacuated. Ho points out that the Germans are in a dilemma, as they do not know whore to expect tho next Russian blow, because tho Russians aie bitting here, there, and everywhere, but the Germans are clever fencers, and have never fought more desperately. It is a mistake to imagine that the Germans are oil the verge of collapse, although the shortage of food at homo is causing the troops uneasiness and anxiety, affectin" 'the morale.
