KAISER TO IGNORE THE CONSTITUTION.
Amsterdam, April 21
Tlic Lokal Anzeiger publishes an interview with the Prussian Finance Minister, Dr yon Lentze. in which he forecasts great financial difficulties not only for the empire, but for each federal State, from Prussian down to the smallest principality. Most probably, in order to cover war expenditure, tlie empire will levy direct taxes on each federal State, despite the fact that the German Constitution does not make provision for such measures. Dr Lentze—in explaining the new departure—ailuded to the duration of the war and the necessity for makino: all sacrifices. "This is no time," Dr Lentze said, "for high soundins theories and constitutional discussions, but a time for the. recognition of true, hard facts." Tt is understood that other Finance Ministers of tho Genmm States are to he interviewed in order to prepare tlio tuiblic for the new series of direct imperial laxes. in addition io the taxes already levied or to he levied by eaeli State.
