Talaat Bey i.s already preparing the ground for a rapprochement with the Allies., and i.s using Rachnii Bey, Vali of Smyrna, who is endeavouring to ascertain terms of peace. Owing to the continued Russian successes in Armenia, all the Turks concentrated iv Bulgaria have been recalled lo Constantinople, Bulgaria replacing them with her own territorials.
