London, August 6. . j., The Moscow Journal gives details, brought by Russians from Constantinople, of the German treatment of Turkish civilians, stating that yon der Goltz forced the entire population to work for the army. Numerous workshops were" established, controlled by German engineers, who frequently had the Turks brutally beaten when they refused to work, or did not work properly. These factories are manufacturing munitions, uniforms, and hospital supplies. Other Turks who were exempted from military service- were mobilised for agricultural labour. The population is intensely exasperated, and fights occur daily in the Constantinople streets between Turks and Germans.
