Tho Bourse- Gazette learns from an unimpeachable source that the Kaiiser made a peace offer to Russia last week, through tho King of Denmark. Russia replied (that there could bo no question of peace at present. A telegram from Riga (in the Baltic Sea) reports that much excitement has been caused by the arrival of an officer from the front who galloped through the streets and announced to a crowd in the park: "The Germans are being held!"
