Military authorities are attaching greater importance to the invasion o
the Baltic provinces, where the Germans are steadily reinforcing their troops which are grouped in three bodies at Libau, Rossien, and east of Shavli. It is stated that General Falkenhauseli, who is commander, has brought troops from France. The Germans lost ground considerably during the past fortnight. Their original idea "was to fight on a short front and drive in a wedge with, massed forces, but the Russian strategy compelled them to extend, and they thus lost their initial advantage.
