A Labour Council deputation asked tho Premier to grant preference, to unionists o.n all public works. The secretary of the Labourers' Union said he believed in "spoils to the victors." Unionists worked hard to put a Labour Government in power, and should receive a reward. Tbe Premier replied that he abominated the idea of "spoils to the victors." If that was what the deputation wanted, they had better remove him from office at once. Preference was legislative, not an executive act. If a majority of the electors endorsed preference they could obtain it through legislation.
