The Congress is unable to assemble to instal the President in euccession to ex-Preident Billingfaurst, owing to want of a. quorum. Business is paralysed owing to a general strike. -Mobs of opposing factions are creating disturbances and are fighting with firearms. Many have been wounded in the streets. A Deputy siipporting the vicePresident while driving to the Cham, ber was attacked by the mob and shot in the head.
