An official Note states that an exchange of letters has ' occurred - between the Czar and Frans Josef, which is proof that Balkan events have not affected the friendly rela- . tions of Austria with Russia. Explanations exchanged between the Governments show that Austria cherishes no dreams of aggression against her northern neighbours, i Bulgaria has presented Saonoff with, a memorandum dealing with the dispute for submission to the Ambassadors' mediation conference. Belgrade, March 12. The newspaper Politica states that the Austrian Minister demanded the recall of Servian troops proceeding to Scutari, because the town was designed to be the capital of Albania. Passitch replied that Servia is compelled to assist the Allies without t consideration of what is to become of Scutari. I Salonika, March 12. I The Bulgarians retreated from Nii grita. Fcrar companies of Greeks pursued them and burned the bridges across the river. The Bulgarians hoisted the white flag, and 120 were i captured. ,The Greeks lost fifteen killed and forty wounded.
