There lias been a notable increase iv the number of men resuming work at the docks. The London lightermen are now the mainstay of the dispute, and, but for them, conditions are approaching ""normal;. At present l<31) ships are being discharged. An East End clergyman reports that many gangs are terrorising and ill-treating the free labourers and their houses. ' . ; The Manchester Guardian comments on the opposition of the Cham- I bers of Commerce to the Declaration of London as serious, and an impossible attitude of party feeling. The whole history of the Declaration's negotiation is a grave warning ngainst the Foreign Office's persistent neglect of current opinion. Berlin, June 14. Krupps' organ, the Neuste Naclirichten, declares the Malta Conference to be the. writing on the wall, ivhich -indicated that if a war with Germany deprived England of half her fleet, her position in America and in many parts of Europe would be forfeited. This would be the beginning of the end of Britain's wo.rldsupremacy. The conference should be a warning to Germany to develop her sea power at all costs, and so obtain her ideal balance of power on tho high seas. St. Petersburg, June 14. Details of the enquiry into the Yushchinsky ease at Kieff show that tho boy was not a victim to the ritual of an order, but was killed as a suspected informer by a gang of thieves to which he belonged. Sir Albert Spicer and Mr Henry Primrose have been appointed Privy Councillors, and Mr Frederick Green, a director of the Orient Company, has received a knighthood. Mr. Vernon Hartshorhe is leading a campaign against the Syndicalists in South Wales. Dr. Robert Bell, the exponent of a system of treating; cancer by diet, without an operation, was awarded ,S2OOO damages, also costs, in a libel action against the British Medical Association, and against Dr. E. F. Bashford, principal of the Imperial Cancer Research Institute, for alleging in the British Medical Journal that Dr. Bell was a quack. Many leading medical men gave evidence, mostly disagreeing witli Dr. Bell's system, but stating that it was worthy of consideration. At Lodz, five , robbers stopped a •tramcar, shot and killed the motorman and two Jewish merchants, wounded two men and women, and stole from the victims 1000 roubles. The situation in the Republican Convention is full of uncertainty, and there is increasing talk of a compromise candidate. The belief is growing that the chances of winning the Presidency by the Democratic Party are greater than ever. At Perthapibay, New Jersey, one thousand strikers stormed the American Smelting Company's plant. Deputy Sheriffs warned the crowd to desist, but fruitlessly. The Sheriffs then opened fire, one striker being killed and three injured. Ottawa, June 14. A proposal to return to the Americans the historic gun, captured at Bunker Hill, during the War of Independence, has aroused fierce oppo-. sition. The proposal was made in conjunction with the hundred years peace celebrations. Melbourne, Juno 15. At a meeting of the Marine Board it was stated that except for the Warrimoo and Loongana, all passenger vessels were granted certificates in Victoria as to their carrying boats and rafts for the full number of passengers and crew. Exemptions were granted the Warrimoo and Loongana l because they contain watertight com--1 partments, which are held to render tho vessels unsinkable.
