DECLARATION OF LONDON
CONDEMNED

London, June 14. At the Chambers of Commerce Congress, the Montreal Chamber's motion on the question of defence, which was withdrawn, is supposed to be the French-Canadian view. " It claimed the privilege of keeping one's own initiative as a help which might bo offered the Empire. Mr Hedges (Western Australia), in supporting the original motion, said Australia was carrying out a scheme of defence on a greater scale than jury other Dominion had ever undertaken. If the other overseas dominions acted similarly the Empire would have a greater navy and army than the most optimistic dreamt of.-
Mr Swinburne (Melbourne) moved in favour of the modification of the Declaration of London. The Congress, lie said, should emphatically condemn the proposal lest it was reintroduced into the British Parliament.
The motion Avas carried, Mr Paxton being the only dissentient.
