Education Board last night. Ashhurst to be granted half-cost of sanitary service. Mr Bennett to report on school site at Fitzherbert East. Mr H. Brooker aj>pointed assistant painter at £3 6s per week. Drawing classes for teachers to bo removed from Taihap© to Mangaweka. Resignations: Mrs Campbell, assistant, Taikorea; Miss A. Cameron, Ngajturi; Mr G. Posse, Rivorton. Raurimu.—Application for / a now school and copy of Department's letter to bo supplied to Committee. - 1 Mr Bennett's recommendation in regard to carrying out fencing to cost £8 at Longburn School was adopted.'

Fraser reported favourably ■on the establishment of a school at Bainosse, tnid it was decided to obtain the chief inspector's report and make application for a grant. Finance.—General account, credit £1564; building account, £1S28; land sales, £1068; manual and technical, debit £6271; bank balance, debit, £4792. Messrs Guthrie and Pirani reported very favourably upon their interview with the Minister of Education, the cordial reception accord-cd them, and the sympathetic hearing their requests met with. The statement published about the large falling off in the technical classes at Apiti. is not justified by the returns, for there are 98 pupils in attendance there, and 21 additional pupils have enrolled for the veterinary class. The Manawatu A. and P. Association's Committee declined to make any grant towards agricultural scholarships "in the present state of its finances, but will continue to bear the application in mind." Relieving Teachers stationed: Miss D. Parkinson, Upper Tutaenui; Clydesdale, Miss Richardson; Feilding D.H.S., Miss L. Clinton; Castlecliff, Miss O. C. McLean; Pohaugina, Miss Moore.

Residences.—'Applications to be made for grants at Katieke, Torea, Umumuri, and fcjtoney Creek. In regard to .the latter, Mr Bennett pointed out the great inconvenience the teacher was subjected to.

Works. —Open grates to be supplied to Mangaweka and Momohaki; E. J. Nash's tender (£2B ss) for fencing accepted ; £1 voted for repairs at 'JL'ararua; Awahou, put on painting list; Okaiawa, tank to be supplied. Mr Croft to report on work required at Halcombe.

A- "babies' room" for children between the ages c-f three and five is to be established at the Central Infant School at Wangaimi, specially fitted up with Kindergarten apparatus on the lines of the best Home schools. Miss Alexander, the principal, made a study of this class of work during her stay at Home for two years. ;

The Chairman was appointed [to represent the Board at a conference at Wellington of representatives of Education Boards on' Monday next, although he stated he hardly thought it necessary, as it was very doubtful indeed if the Minister would support the abolition of Education Boards as proposed.

Manual and technical operations to December 31, 1911.—Position of account : Deficit £6103; money assets, £4606; net deficit, £1497. About £500 of the deficit represents debit balances on buildings at Marton, Taihape, and Feilding. The actual loss on working account since the inauguration of the system is under £1000.

Mr E. K. Mulgan, Chief Inspector for Auckland Board, was a visitor to the Board meeting, on the invitation of the Chairman. Mr Pirani cordial,ly welcomed him -to Wanganui, expressed regret that the members pvould not be able to accompany him on his visits to the local educational institutions, and believed that Mr Spurdle and Mr Braik would be able to show him something of the' work in which Mr Mulgan and themselves were so deeply interested. Mr Mulgan thanked the Chairman and the Board for the kindly reception accorded to him, and said that although he was on a health-recruiting expedition, he hoped to gain useful knowledge lrom what he could see in Wanganui.

Technical.—Mr Thomas was appointed instructor in science and woodwork at Hawera, Miss Grant to be cooking instructor at Marton; 18 gas heaters to be supplied to the Wanganui Technical College; the Education Department, "recognised" the classes as day technical classes. Satisfactory report was received from Mr Grant on the Marton school farm. Pohangina County Council to be thanked for donation of £15 to technical classes at Pohangina, Apiti, and Feilding. It was decided to approve of the Chief Inspector's proposal to give consideration to home arts and school technical work in issuing proficiency certificates , .

The Chairman reported that tlhe N.Z. Educational Institute refused to pay tho whole of the costs awarded by the Teachers' Court of Appeal, especially those awarded to the Bench, the Clerk of the Court, and himself, and invited the Board to take fur-, tlier proceedings for their recovery. Mr Kerr, S.M., was strongly of opinion that the costs were awarded. Personally he (Mr Pirani) did Jiot think that the Board could recover from the N.Z. Institute. Although the counsel for that body (Mr Myers) did not seem to be aware of it, there was a condition precedent to an appeal, that a bond for payment of costs should be given by a "corporation," and ,the Wanganui Institute had given such a bond. Ho ■thought steps should be taken to re. cover the costs from the Institute. Certainly, an undertaking had _ been given by the representative of the Institute in the Court of Appeal that the N.Z. Institute would pay all the costs, but it was a" question whether that was worth anything. Mr ODea considered that action should be taken against botli the Wanganui and N.Z. Institutes. It was decided to take tho course recommended by Mr O'Dea.
