Berlin, December IS. there is a spy panic in Germany. borne newspapers alleged thau when tho Moroccan dispute became acute, suspicions of the postal officials were aroused by heavy British remittances to the non-commissioned officers, now supposed to be for plans of harbours, water reservoirs, and naval signal codes. The newspapers add that the first squadron of the North bea fleet remained at sea for several weeks because the plans of AVilhelmshayen harbour were betrayed to Britain, enabling her to blow up the harbor gates and bottle up the fleet
