RECIPROCITY.

AN EXTRA SESSION IN U.S.A

CANADA AND NEW ZEALAND. BY ELECTBIO TELEGEAPH COPYRIGHT. (PER PRESS ASSOCIATION.) Washington, March 3. The extra session of Congress will probably last till July. The reciprocity arrangement with Canada, according to Democratic opinion, is certain to pass during the extra session. Ottawa, March 3.

Opponents of reciprocity assert that a drawback to the tariff agreement will be the adverse influence of Canada will be unable to make a trade and New Zealand, both of which have granted preference. By virtue of reciprocity with the United States Canada wil lbe unable "to make a trade bargain with either Australia or New Zealand. Parliament will probably sit until June.' Revolting Liberals advise Sir \V. Laurier not to proceed with reciprocity. They urge that he shouiu, instead, adopt a policy of free trade within the Empire.
