Dr Ingram, Bishop of London, in supporting Lord Rosebery's resolutions for reforming the House of Lords, declared that the Government's proposed sweeping departure from immemorial usage was not justified. Dr Digram urged commonsense readjustment. The Marquis of Salisbury supported him, adding: "There must be a- process of selection, giving some personal guarantee of the fitness of a peer for the legislative function." Lord Newton is now in favour of Lord Rosebery's view, and admits his belief in election from outside.
