Air Maunco Healy, who is an U Wrienite, in. a speech to his constituents, said that Mr Redmond (Leader ot the- Nationalist Party) was armed with a, cracked blunderbuss and was ready to vote against the Government when every regular oppositionist would refrain; but he was careful f" m other circumstances not to fire the / cracked weapon. ■; Mr O'Brien, in a speech, also taunt--' ea Mr Redmond with resting on 4~\ academical resolution which the Lords' I would light their pipes with. The Redmondites and Radicals would then return to the electorates and meet t<, much sounder drubbing than before. 'Mr Redmond, in acknowledging the American contributions to the party fimd, predicts a general election heroro many weeks. The Supplementary Estimates amount to £689,100, including £45,----/00 for preliminary work on the four contingent Dreadnoughts, which are to be laid down on April 1. The Estimates were agreed to after a short discussion. The Unionist leaders in the House ot-. Lords intend to introduce proposale regarding the reform of the House, firstly by a declaratory set of resolutions.

Sir W. S. Robinson, Liberal member or South Shields, denied that there was a resolution to compel people to pay the income tax before the Budget was passed. The Hon. Mr Lloyd George considers that the Houee of Commons will disapprove of taking an Income-tax Bill apart from other measures of the Budget.
Unionist newspapers protest agaiosfc this view, and urge the Government to straighten out the disordered finances.
