The French Cabinet has approved of the Navy Bill, providing a battle fleet for home waters of 20 battleships, 10 cruisers, and 42 destroyers. The submariiio defence fleet will comprise 84 submarines and four mine-laying vessels. Six battleships shortly to be commenced are to be completed by 1915. The age of battleships in active service has been fixed at twentyfive years, the age of cruisers at twenty years, and the age of destroyers and submarines at seventeen years. AGAINST A BILL. Berlin, February S. Socialists made a demonstration at Hreslau to show their dissatisfaction with the Prussian Franchise Bill. They object to the Bill because it does not give a wider franchise. The police used their sabres to quell the disturbance. Many Socialists were wounded.

BRIGANDS EXECUTED. Smyrna, February 8. Four Greek brigands were executed at Smyrna. They belonged to a band wiio attempted to kidnap a European named Paterson, and who also captured and held other Europeans for ransom in 1898.
