THE SPEAKER AND PREMIER DISAGREE. Welington, Dec. I. The House met at 10 a.m. The Inangahua County Council Billl was called for second reading. The Premier objected to the provision in the Bill for an extension of the railway, and contended that the Bill was not a local Bill. Mr Speaker ruled that at wasa local Bill. The Premier said the matter was so important that he would later on move to question the Speaker's ruling, and take the voice of the House. The Son. R. McKenzie moved the adjournment of the debate. Sir Joseph Ward seconded the motion, and it was carried by 27 to 23.
