" Vienna, December 21. A debate in the Reich6rath revealed the ambition of some of the authors of the annexation movement to transform the Dual Monarchy into a tripartite Empire, which beside Austria and Hungary, would include an autonomous State comprising Croatia proper, Slavonia, Dalmatia, Bosnia, ■and Herzegovina, with the idea of ultimately including the whole of the Servian race Baron von Bienerth, tlhe Austrian Minister of Interior, remarked : that Servia and Montenegro had long cherished a fantastical hope that Austrian occupation would cease. This catchword had been propagated from Servia as a means of creating unrest in Bosnia and Herzegovina, therefore Austria had been compelled to annex these States in order to neutralise the pan-Servian agitation. London, December 21. Professor Arminius Vambery, who for some time watched Britain's interests in Asia, now apparently accepts the Austrian legend tlhat Britain and Russia plotted as rivals against Austrian Balkan interests, for which he blames the English Liberals.
