LEGISLATIVE COUNCIL.
The Council met at 2.80 p.m. SOCIAL LEGISLATION. The Hon. Beehan asked the Attor-ney-General whether he is aware that i the Government of New South Wales, | at the instance of the Registrar of i Friendly Societies, had made certain j proposals which, if accepted, would mark an important advance in social legislation, and if the Government would make enquiries into those pro- I I ptsals with the view of their adop- [ tion or otherwise. The Minister said he was aware of , the proposals, which were a variation • of those contained in the Annuities , Bill of last session. Unfortunately | the proposals were not favourably re- ! ceived by the Friendly Societies, and ' it would be useless to try and force ' upon them uniialatable provisions. I The Government were obtaining ©very ! available information, and would place the same before members on i "" "'Third readings. I The Costley Training Institution i Act Amendment Bill was read a third j time and passed. j SECOND READING. : The Tohnnga Suppression Bill I second reading debate was resumed* by I the Hon. Tucker, who went into toe ! historical aspect of tohungaism. He S supported the Bill. I The Hon. Loughnan thought the ! Bill would have a good effect, and he was not disposed to agree with its : being made a temporary measure. | The Hon. Findlay, in reply, con- . tended that the Bill would have the effect of checking practices which at present resulted in the death of persons practised upon. Speaking of | the suggestions made to include white I quacks and charlatans in the measure, ' he agreed that it was desirable to do • something, but it could not be emboned in the Bill. Dealing with this Maori question, the amoutit o? money spent ty this colony every year upon quanta and their nostrums was most appalling. He would like to see a Medical Board set up, to whom all patent medicines should first be submitted, an I these medicines should not be allowed to be sold until they were declared by that ; Board to be innocuous. t The subject i was, however, a incst difficult one to deal with effectively. So far as the present Bill was concerned he was ■ quite willing to accept the suggestions j in Committee. The second reading wa9 agreed to. The Hastings Recreation Bill was j passed.
