The New York correspondent of the Times reports that, under the law allowing the Governor to take proofs of the efficiency of State officials, Mr Hughes, Governor of New York State, has created* consternation among politicians and political office-holders by summoning and publicly examining Mr Kelsey, State insurance superintendent, a man of integrity and ability who had refused to resign, preferring to rely on the support of friendly members of the Sehate. Mr Kelsey, in reply to Mr Hughes' questions, confessed he had read the Armstrong insurance report only out of curiosity, and made other admissions. Mr Hughes thereupon re-, commended the Senate to dismiss him ■
