Three hundred and fifty four anti Semitic agitators are at Kieff, which is the headquarters of the movement for the extermination of the Jews in Southern Russia. The Pokrovsky Monastery and Madame Movikoff, a wealthy landowner, contributed £2500 and £1500 respectively to the agitation funds. Japan's War Loans Capetown, Feb 25. The Umskofali with the Indunas have joined General Mackenzie at Ixopo, thus relieving the tension of the situation. Great Britain's Eastern Policy Tokio, February 25. The Peers at Tokio passed Bills consolidating the war loans and continuing war taxation. London, Feb. 25. Mr Bunciman, speaking on Sir Edwards Grey's behalf, trusted that Port Arthur belonging to Japan had not effected the lease of Weihaiwei. No action is at present contemplated regarding the lease. Negotiations were proceeding regarding the terms of a convention for China's adhesion to the AngloThebetan Convention, it was not intended to. alter the terms of the latter. Fifty eight editors were arrested. A state of seige was proclaimed in sixty two places. While "a special tram was conveying Williamson's Opera Company from Launcestcn a truck took fire. The costumes of the operas " Princess Ida " and the " Midado " were extensively injured. The damage is estimated at a LIOOO. It is supposed that the fire originated by a spark from the engine. Tasmania's Finances. Hobart, This Day. The Premier when unfolding his policy m view of the approaching elections, complained bitterly of the treatment of the Federal Parliament which was crippling the State's finances without giving anything appreciable in return beyond a little Inter State free trade. This state of things had so crippled the Government's resources that no extensive innovations or a progressive scheme could be undertaken.
