Punitive columns in the Baltic provinces are executing the insurgents wholesale. Tbe Czar has ordered a committed to inquire into the management of the Black Sea Fleet. Dnrnovo has forbidden the Mohammedan Congress at Moscow, though scores of delegates travelled thousands of miles in order to discuss their political, social, and religions requirements
