The Second Ural Cossack regiment, stationed at Katerinodav, while professing fidelity to the Czar, declare it i 9 impo-sible to serve as an instrument of repression after the manifesto of October 80th, therefore they will return home. Punitive columns in the Baltic provinces are executing the insurgents wholesale. Tbe Czar has ordered a committed to inquire into the management of the Black Sea Fleet. Dnrnovo has forbidden the Mohammedan Congress at Moscow, though scores of delegates travelled thousands of miles in order to discuss their political, social, and religions requirements
