Officers Resigning.
Received Dec 8, 8.52 a.m. St. Pemrsbubo, Dec. 7. An assassin declares he obeyed the revolutionary committee's instruction's to revenge Sakharoff's oruel treatment of the peasantry. Many officers in St. Petersburg have resigned on the ground that the Czar's manifesto overlooks the army. Landlords are besieging the peasants bank in Mosoow, offering to sell their properties at twothirds of their value, totalling twelve million sterling. The law office has released the peasant chiefs, there bein«?no grounds for prosecution, but the Prefect r«. arrested them.
