British Cabinet Resigns Telegraph I'refl-i Association Cou\n*nl London, Dec. 3. At a meeting of the Cabinet it was decided to resign. It is expected Sir H. Campbell Bannerman will accept office and go to the country in January. The Times says that Lord Rose bery's attitude, Lord Spencer's illness, and the Earl of Bipon's age render it possible for Sir Campbell Bannerman to go to tbe Lords with Mr Asquith leading the Commons. John Redmond, speaking at Waterford, declared that no English statesman was able to displace Home Rule as the great Imperial question of the hour. The solution is not a scheme of devolution but an Irish Parliament with a responsible Executive.
