FEILDING BOROUGH COUNCIL.

The above met last evening. Present— Mr F. F. Haggitt (Mayor), Crs Chamberlain, Dunlop, Richmond, Burne, Granthara, Willis, West, and Williamson. Mr Mestayer, Consulting Engineer, and Mr Roche were also present. Treasurer's Report.

Total accounts passed for payment £628 7s. Water Works Report. Mr Tinsley, Foreman of tbe water works, reports as follows : The whole of the tunnels are now complete and ready for measuring up. Steel mains — This work was completed to day, and the water turned into reservoir, and is now running into the reservoir chamber and out at bypass so as to clean the mains before turning tbe water into reservoir. The flow id now about 160,000 gallons per day, and to keep this supply it will be necessary to extend the galleries towards tbe river. There is a good opportunity to do so now while tbe river is at a low level. Reticulation of cast iron mains — This work is now completed with the exception cf Warwick Street bridge, and this work is now in hand and will not in any way delay the water being turned on to the cast iron mains. Sewerage. Mr Ross, foreman of tbe sewerage works, reports : The total sewerage laid is 86 chains at a cost for labor of L4lB 14s lid, which works out at Is 5d per foot for opening out, lifting, chipping, cleaning, classing, and washing pipes, grading trenches, relaying pipes, filling and ramming trenches. The cost of timbering is aldo included. Water also retards the work greatly. Gladstone Street was very badly laid, only 139 pipes out of a total of 41b were fit to use, 159 were broken through the pipes having been imperfectly burnt, The trenches were out of grade 15 inches. Denbigh Street, from Eyre to Fergusson Streets, was laid the wrong way. The whole of the work so far justifies the decision of tbe Council in authorising the work to be renewed, and the cost is not so great as the way proposed by the Health Inspector, Mr Scbauer, which is not practicable. Sewerage excavation — 48 chains of this work is now completed. There are also 15 manholes and 2 lampholes constructed. The cost of this work to date is £366 12s 6d, which works out at Is lid per foot. Abattoib Report. The stock slaughtered at the above during the month was as follows : — Cows 64, condemned 4, bullocks 72, calves 2, pigs 36, condemned 1, sheep 332, condemned 2 ; total fees for month £70 13s. Health Officer's Report. Two cases of scarlet fever were reported during the month. Requisitions have been served on some house-owners to have their premises put in a healthy condition. Some of these places have no waste pipes leading from their baths, and consequently the water discharges under the houses. A number of householders are loud in their complaints of the neglect of the nightsoil contractor, and very justly, for there are places that have not been visited for six or eight weeks ; also asking the Council to have an agreement drawn up with the contractor. Tbe rubbish tip at the abattoirs is very much ignored, and rubbish of all kinds is tipped on the banks of the Oroua and Makino streams. If tbe police could discover jthe offenders a good object lesson would result. Poundkeeper's Report. The following have been impounded during the month :— Horses 21, cows 19, calves 7. Correspondence. From W. Taylor, Secretary Beautifying Society, advising the Council of formation of the Society and ask" ing for Council's support to same. - Council approves of formation and will assist in any way possible. From Cr G. J. Harford asking for leave of absence for one month. — Granted. From Messrs Hutsou and Co., Wellington, stating that it is en* tirely the Council's fault that the supply of 6in. pipes is short. They had the pipes, but owing to the delay in starting and the fact that the Council broke the contract by refusing to take delivery for several months after the signing of the contract, they had to take other orders to keep the plant going. From Wesley Woolhouse, Palmerston North, giving notice that at the expiration of one month he intends to proceed against the Council for £10, being amount of damages sustained to himself, clothes and bicycle, through the negligence of the Borough not lighting sufficiently on tbe night of tbe Bth June last. — Received. From M. Tappin, Kiwitea, asking Council to repair damages to hia fences caused by the workmen.— Matter is receiving attention. From Town Clerk, Foxton, stating that it has been decided to urge upon tbe Government the immediate necessity of extending the Foxton wharf for a distance of 200 feet, and asking that the Council should make immediate representations to the Government on the same subject through the Member for the district — Request granted. From J. Cobbe, asking Council tc prevent workmen removing earth from bis frontage, Victoria Avenue —Request granted, and in future any person removing soil without permission will be prosecuted, th< same to be advertised m the Star. From Messrs J. Trewin, E. J Winslade, C L. Bath, E. A. Chris tensen, H. Downer, A. Beck and J, B. Pickering, asking the Council t< make approaches to their respectiv< residences.— Referred to Works Com mittee. From A. J. Trevena, asking thi Council to form watertable in fron of bis property in Beattie street.— Referred to Works Committee. From W. T. Hook, asking Counci to asphalt footpaths opposite hii hotel.— To be attended to t as soon a; tar is available. From C. Fitzherbert, asking fo permission to do stumping by ex plosives on his section. — Granted. The Mayor reported that the build ing bye-laws were in the hands o the printer, and that on receipt o the same a special meeting would b held. Mr R. F. Mestayer, on being B9kei by the Mayor if he could supply an; information regarding the intak works, said : Tbe flow at present wa

. ' being obtained by cutting a trench ' from the river and leading to the . galleries. The flow was slightly , below that which he had estimated. , i He had thought to get a flow of [ 200,000 gallons per day. The river had shifted considerably from the , course which it was running in when Mr Luff took the levels. He wished them to understand that the cutting ; of a trench to get the flow was only temporary, but would suffice to serve i the town for some three or four months. His intention was to extend i the collecting galleries out towards the stream which had shifted about i 150 feet. He could not lay any definite scheme before the Council at present, but he was going to visit the head works to morrow, and then > he would submit a detailed report to the Council. Cr Williamson asked if Mr Mestayer had carried out any scheme on similar lines to this one. Mr Mestayer replied that he had not, but that Mr Napier Bell bad carried out worko under the present system, and they were very success ful, and he was assured that this scheme would also be a great success when the necessary alterati)ns were carried out. Gr Grantbam objected to Mr Rosa using Inspector Scbauer's name in his report. He considered it was a slur on Inspector Schauer. A lengthy argument then ensued regarding the lifting of pipes, etc. Cr Willis objected to Inspector Schauer's report being published in the Star when it was a departmental letter addressed to Dr Valentine, and not to the Council. Tho report was then received. Resolutions. The following were carried : — Proposed by Cr Willis, seconded by Cr Chamberlain, that a smoke tester be procured from Messrs A. and T. Burt at a cost of L 7 109. Proposed by Cr Willis, seconded by Cr Dunlop, That the committee's recommendations re storeman and timekeeper be adopted, and the requisite notice given terminating Mr WnisKer's engagement. Proposed by Cr West, seconded by Cr Grantham, That a committee consisting of Messrs Dunlop, Burne, Chamberlain, and the mover be appointed to consider the desirability of appointing a turncock in time for the opening of the waterworks, and to report to next meeting. Proposed by Cr Richmond, seconded by Cr Willis, That the consent of the Council be not granted to Dr Johnston's plan of sub division, as it shows a blind road, which is undesirable. That the tender of Messrs Newsone and Coulson of £1869 18s 2d was accepted for the construction of the septic tank, subject to Ml- Mestayer's approval. The meeting then terminated.
