Received Sept 4, 8.25 a.m. Washington, Sept. 8. Denison and Maartens have completed twelve clauses of the draft. There was a long disenssion over Saghalien. The Envoys were consulted and an aocord was reached. The clause dealing with the evacuation of Manchuria remains to be dealt with. It is expected that the treaty will be signed on Monday afternoon. Sato declares that the terms of the treaty will not be announced until they have been ratified.
