Lord Roberts, at Llanelly, admitted that the British regular army was as efficient as it possibly could be with the training received, but what was wanted was not merely efficient regulars and auxiliaries, but the whole manhood of the nation to form a great potential reserve that a sane nation would seldom if ever assail.
