At a conference' of Irish landlords and tenants, presided over by Lord Dunraven, it was unanimously recommended that State aid be given to settle the land difficulty. It was considered that in substitution for dual ownership, occupiers should be given proprietary rights on the payment of an equitable price on the basis of their incomes, the amounts to be guaranteed by the State.
