The Dowager Empress has appointed a Board of national administration including Prince Ohing and Li Hung Chang, in order to relieve her from public functions. The authorities at Washington interpret this as a prelude to her retirement. The Germans defeated the Chinese, with heavy loss, at Haishankwan, forcing^them to retire to Shensi. The Chinese offered the Indian officers two cart loads of silver if they would conceal the discovering the Erupp guns. The Standard's Berlin correspondent says there are indicatious that immediately China guarantees 4 per cent interest each Power will raise a loan equivalent to its indemnity. A thousand Boxers are raiding to the South of Poatingfu. Another strong band threatens the German garrison at Manching. The worst class of Chinese threaten to exterminate the converts when the allies depart. Placards at Pekin urge the expulsion of foreigners by the middle of May. The Chinese have accorded high posthumous honors to three members of the Tsung-li-Yamen whom Prince Timn fixeonffiri.
