They are also being harassed by the guerilla tactics of the Filipinos. Washington, February 22. The Government received a cable from General Otis stating that the Manila insurgents bad instructed the militiamen of Manila to meet on Febru ary 15tb provided with arms with the object of exterminating all residents except tbe Filipinos, liberating and arm iug the prisoners and convicts on behalf of the independents.
