FRANCE AND ENGLAND,
The French nation, as represented by Paris, are again indulging in one of those wild fits of real or assumed indignation against England to which wo have become so accustomed ever since the occupation of Egypt by British troops. Ninetj' years ago England would havo calmly prepared for war, but now she simply takes but a good humoured notice of the spoutings of a class of politicians who have no real standing in tbe nation, and who are not the real leaders of the people. France is not prepared for a great war, neither ns rcgatds ships, men, or money, and her statesmen know it. The fleet is unfit to put to sea, the army is disorganised, and tho rovenue is failing. Worst of nil for France as a nation, tbe population is on the de crease. The English on tbe 01 hor hand are increasing and multiplying in every spot ou the globo where hor colonies are planted, as well as in the dear old land itself. Another cause of anger to Frftpco ia the cordial rela tions which exist between England and Germany, t\ro jjreat powers which in the past have proved too strong for her, but with this a d.ffereoce — the English and French in tho gocd old days were natural enemies who fought and were beaten times beyond number to their mutual satisfaction, but with out humiliation On tho other hand Germany inflicted the most degrading defeats on tho French armies, and humiliated the whule nation The French know perfectly well that they may shriek and gesticulate at tbe English with perfect impunity because they amuse themselves nod don't hurt England, but they dare not play the same antics with the Germans who are a stolid people not in the habit of looking on impertinences as mere jests. A German takes a joke with difficulty. We think the two nations mentioned will do very well as policemen to keep the peace of Europe as far as France is concerned.
