Manchester Road Board

The ordinary monthly meeting of the abo\e Board was held on Saturday afternoon last. Present — Messrs Lethbridg« (chairman). Pearce, Purkiss, Wheeler and Downes. The minutes of the previous ordinary meeting were read and continued. CORRESPONDENCE. From A. Davey, asking for change of name on the rate roll for section 178, Asivurst. From G. Brewer, calling attention to bad state of water table in front of his shop at Ashurst. From C. Jansen, J. Poison, and J. Olden, asking for change of name on rate roJl for section 32 sub-division H. , From W. Allen, asking change on rate xoll for part section 7, Ashurst. From Clerk Manawatu County Council, re proposed bridge over the Oroua, with the following resolution passed by said Council : — " Seeing that the proposed bridge at Aorangi,, Feilding, is of no benefit to this Council, this Council objects to contribute .anything to the cost." ' From Secretary Charitable Aid Board, asking hovv much the- Board is likely to require for Charitable Aid purposes for the ensuing financial year. , From Property Tax Department, advice of forwarding' voucher for £2QI Is 3d as subsidy due to the Board for the year 1890.91. • - From Treasury Department, statement showing amounts paid to the Board as advances on account o£ loans, together with interest on same to 31st January, 1891. From "EL W. Bias, asking for reduction of rates on account of Government having taken 2 acres 2 roods of his property at Ashurst: ' Messrs Bailey and Cornfoot waited on the Board, re the continuation of Forlong's road from the Oroua' river to Khnbolton .road. Mr W. L. Bailey introduced the subject, and offered to contribute £50 towards the completion of said road. In reply to the chairman the Engineer, Mr Bray, gave an estimate of the cost of the work, but thought it might possibly be done for sometl.in^les3. ; Mr Bailey pointed out the saving this road would effect in the maintenance of the Feilding-Ashurst road, and the advantage it would be to the settlers generally in number 5 Ward. Mr Cornfoot said they. had offered to assist the Board rather than not have the work done, but thought it would be to the -advantage of the Board even if it bore the whole cost itsel f . The chairman informed the- deputation that the matter would be considered, and these gentlemen thanked the Board and withdrew. The matter was then briefly discussed, the general opinion of the Board being that the work ' ought to be done. Proposed by Mr Wheeler, seconded by Mr Purkiss, That Messrs Bailey and Cornfoot '3 offer be accepted towards the forming and metalling that portion of .Forlong's road between the Oroua river and' Kimbolton road, and that tenders be -called for this work ,at once, to be dealt with on Saturday 21st.-r-Carried. Proposed by Mr Purkiss, seconded by Mr Pearce, That the name of"W. Allen.be placed on rate roll for section 7, Feilding Ashurst road ; that of C- Jansen in place of J. Poison and C. J. Oden for section 32, Manchester Block, and that of A.' Davy ibr .section 178, township of \shurst. — Carried. * Proposed by Mr Purkiss, seconded by Mr Pearce,-That the allowance for Charitable aid to Mrs Miln be discontinued. — Carried. The. Engineer. gave a report ' on the •damage,' done • to' roads and culverts in various parts of the district, by the recent floods, and pointed out what was required to make these damages good. He gave several instances in which the damage lad been quite unprecedented. Messrs "Bailey, BuJl and Carey waited on the Board to ascertain what was the position of -affairs with reference to the proposed bridge over the Oroua at, Aoraugi. Tbe Chairman read to the deputation the resolution passed by the Manawatu County Council on the subject. Mr Bailey understood that several members' of the Manawatu Council were greatly in favor of the bridge, and of the Council doing something in the matter. • Mr Bull said he was probably the heaviest ratepayer concerned in the matter, and thought the ratepayers generally had not been consulted. He looked upon the Manchester. Boad Board as the most important body concerned- and thought they should take the initiative, when the other bodies could be compelled to assist. He thought some of the ' members of the Manawatu Board did not actually know how far their district extended, and hence repudiated any interest in this bridge. There were now most favorable terms for getting the work done. Mr Bailey said the Manawatu bridge was built on the good faith that wie tolls .accruing therefrom should be applied towards paying interest on the cost of a bridge over the Oroua, and it was a pity this latter bridge : had not been done instead of the former. He thought that the Manawatu County Council would favorably consider the matter if a deputation waited upon them. Mr. Bull thought that the Manchester Read Board aid the Feilding Borough Council were the- principal bodies interested, and the work would be done if they took it up together. The chairman said he would like to see the work doDe, and if a deputation was appointed as suggested he would further the matter all in his power. After further conversation -the deputation thanked the Board and withdrew. The subject was then discussed in a cursory manner, and the general opinion of the Board was that the best thing would he to ask for a commission to be appointed to decide the question of each body's respective'siiare of the cost. Proposed by Mr Downes, seconded by Mr Pearce, That' the Engineer be instructed to repair all damages to culverts by the late flood.— Carried. Proposed by Mr, Wheeler, seconded by Mr Downes,. That Mr Awdry's tender for the Makiho ( and Wilson's roads, and Mr. Bowler's for'Seid's line be accepted, and that fresh' tender's- be, called for clearing and stumping the whole of the western side of the Kimbolton road, tenders to be in by March 21st.— .Carried. Proposed by Mr . Wheeler, seconded by Mr Purkiss, That, tenders be called for fencing. McCrea's road, and felling and clearing the sanie through the bush. — Carried. After passing accounts for payment tne Board adjourned.
