The recent speech of President Cleveland shows that the introduction of free trade principles into the United States has become a question of the immediate future, and I am inclined to believe that if means could only be found to enable the great Continental Powers to reduce their colossal armaments, and thus improve their financial positions the general abandonment of protection and the ultimate universal adoption of free trade might not be the Utopian idea that many people imagine."
