Democracy the prelate declares to be an irresistible movement which nothing can arrest. It. will leave no room for despotisms, and in the near future government for the people by the people will be the universal rule. He proriounces the political tendencies of modern society to be Providential, and prophesies that in a few years democratic principles will hare made the tour of the world, and will raise downtrodden races to tite level of their already enfranchised brethren. 'Mbnseigneur Guilbert re-i-njimses democracy as* the twin sister of Christianity, whose virtues it most practice in' order that its ascendancy may be beneficent and durable.
