TO THE EDITOR OF THE FEUDING STJ i" Sir,— As a ratepayer of the Borou_;" , and one interested in the welfare and a ■'■ vancement of it and its inhabitants, . cannot allow the effusion emanating fro 1 • your correspondent " Student" to p«.* unnoticed He asserts that the rules -j: which books are issued from the PubL Library are " ridiculously stringent." •. would like to ask "Student" in what wsy are the rules stringent? From my knoT ledge of them I should say they are tii reverse. It is true that no person is a lowed to keep a book more than a week but I cannot find any clause in the rule where fines are imposed for a breach c•' this regulation. With regard to the imposition of a deposit (half-a-crown), fo the use of the books, it appears too ab surd to call for much comment, owing t* the necessity whieh exists for the Connci to have some guarantee of good faitb from the subscribers, especially as the books are issued not only to ratepayers, but to every adult person resident in thr Borough. In conclusion I may confidently assert that if "Student" continues so reluctant to part with the use of hit half-crown for the purpose of improving his mental faculties, he will never climb many steps on the ladder of fame. — I am, &c, t OMMON-SENSE.
