He consid • rs thau, pr vided the safety of the Suez Canal is assured, it is no part of the duty of England to direct the international policy of that country. Subscriptions are being raised throughout France, and funds for the alleviating of the sufferings of Europeans who have been compelled to fly from Egypt. In Paris it is proposed to organise a gigantic lottery of 10,000,000 francs to assist the movement.
