Franklin County Council Affairs.

MONTHLY MEETING. BUSINESS TRANSACTED. THE TEBRITORIAL ASSOCIATION. The Franklin County Council held its monthly meeting on Monday, there being present: Messrs J. N. Massey (chairman), J. Dearr, P. W. A. Peterson, R. Wilcox, S. Matheson, C. Dickey, W. C. Motion, H. P. Garland, W. .T. Sommerville, A. C. Bettany (actingengineer)) A. P. Day (clerk) and W. T. Cheeseman (assistant clerk). Authority was given for the payment of £1 Is, being the annual subscription to the territorial association. The clerk reported having received a copy of the Finance Act, which contains powers for local bodies to borrow without a poll of ratepayers for public works subsidised from the employment promotion fund.

The Franklin Electric-power Board forwarded for public inspection a copy of a special order authorising the raising of a loan of £75,000.

The New Zealand Institute of County Clerks suggested that county councils be recommended to consider making, arrangements with the counties’ association for formulating a proposal covering all counties in their relationship with employers’ associations. —The request to be supported.

Properties For Sale.

The Valuation Department forwarded a list of six properties where owners objected to valuations and stated the price at which these could be acquired by any person. The clerk stated that the properties were at Graham’s beach, Papakura, Buckland and Mercer.

A copy was received of the Main Highways Amendment Bill and the comments of the counties’ association. The Graham’s Beach Settlers’ Association advised that it had made representations to the Minister of Public Works for a new road to the beach and had invited him to visit the locality.

Mr M. Torpey, Big bay, asked whether the council find part of the estimated cost (£641), say £2OO, if the Government would increase the present subsidy from £2OO (£1 for &1) to £4OO (£2 for £1) for the road through Peterson’s and his properties to Big bay wharf. —The works committee to consider.

The application of Mrs H. Hudson to erect a women’s dressing shed and convenience at Graham’s beach, sufficient money having been collected, was granted and the engineer was asked to indicate the site.

Mr R. Brown, Graham’s beach, claimed £2O for damage to a crop alleged to have been caused by flooding and asked for a culvert to be providea. —The clerk’s reply denying liability was approved, and it was decided that the engineer inspect the culvert. Mr A. H. Jeffs, Maramarua, applied for the road from his gate to Caie’s road to be metalled so that he could cart milk to the Mangatawhiri factory.—Mr Dean and the engineer were authorised to deal with repairs to the ford in a stream and consideration of metalling was deferred.

Pokeno Hall.

The Pokeno hall trustees forwarded the surrender of the lease of the town hall to the council. —The clerk was asked to arrange terms of repayment and other details in connection with the money the council was advancing. Mr A. G. Pendergrast, Pokeno, asked for the completion of the grading and metalling of the road through his property, as promised last autumn. A commitment having been entered into, it was agreed to do the work as soon as possible. Mrs J. McDonald, Pukekohe, enquired whether five chains of Beatty’s road, giving access to her property, could he formed and pointed out that, 15 chains was unmetalled. —To be formed by relief workers, if possible, but metalling could not be undertaken this financial year. The solicitors for Mr A. Broadwel., Whiriwhiri, requested that the matter of taking a road through,his section and closing another be dealt with; also the refund of rates collected <»n part in the last seven years. Referred to Mr Motion, the clerk and the engnieer to deal with. The clerk pointed out thal under the law these rates could not be refunded. Consideration was deferred of the question of drainage from the properties of Messrs T. W. Bell and J. W. McMiken, Pukekohe hill. Mr M. McDougall, Pukekohe, made application for the road passing between Mr G. Flynn’s property and the Foy estate to be opened and formed. He also requested 1 hat Calcutta road be melalled.—Deferred until next meeting. , , Mr .1. R. Hill. Paparala. wrote relative to a road deviation, fences and gates in Air .1. T. Bennett’s property and on their boundaries. —Left to Mr Peterson and the clerk to deal with.
