MINE-LAYING IN CHANNEL CHARGES BEFORE SECURITY COUNCIL (Rec. 12.20 p.m.) NEW YORK, February 18. , Sir Alexander Cadogau to-day opened in the United Nations Security Council Britain’s case against Albania on charges of mining the Corfu Channel and requested that the Council keep watch over the case until it was settled. He said: “I cannot produce actual eye-witnesses of the mine layI ing, but consideration of certain cirI cumstances point inescapably to AlI banian responsibility.” He added that Britain did not want to see a large country trying to bully a small one, but even small countries were not infallible and must obey the

rules of civilisation. Sir Alexander asked the Council to adopt the conclusion. among others, that in the event of the failure of direct negotiation. between Britain and Albania either can call on the Council for further action, and that the Council remind all countries they must sweep mines from territorial waters or permit them to be swept. “ It is necessary for my Government to see that the lives of innocent mariners of every nationality are protected against clandestine criminality.”
